Charter
for the Southwest Ohio YMCA Swim League Official’s Committee
The purpose of
this committee is to act as a level of authority and
responsibility for all Officials within the Southwest Ohio YMCA
Swim League (SWOYSL); to have a resource for comments and
interpretations on the technical rules governing the sport of
competitive YMCA swimming in southwest Ohio. This would allow
experienced Officials to provide an avenue for League Officials
and Coaches to obtain clarifications on technical rules and
proper Meet procedures as needed or requested.
The committee
would have the responsibility of resolving questions, comments,
inquiries, and/or suggestions from other Officials and Coaches
regarding the officiating abilities and proper procedures of all
Deck Officials. However, this would not be intended as a “board
of review” to which coaches can appeal every time an official
renders a decision they disagree with, but simply
to properly inform and educate any and all Officials and Coaches
on following proper Meet procedures and the interpretation of
technical rules as defined under the current guidelines
established by USA and YMCA Swimming.
The committee
would have the authority, granted to them by the League, to act
on issues pertaining to the clarification of technical rules, as
well as following the proper procedures when conducting a Meet.
Over time, it may prove necessary for the committee to expand
its roles and responsibilities at the suggestion of the
committee and/or the suggestion and subsequent approval of the
League itself.
